The Ministry of Environment and Tourism is organized into two broad subsystems, viz. Environment and Tourism.

Within the Environment subsystem are three parastatals, namely the Environmental Management Agency (EMA, formerly the Department of Natural Resources), the Parks and Wildlife Management Authority (PWMA) and the Forestry Commission (FC).

The Tourism subsystem comprises the Zimbabwe Tourism Authority (ZTA) and the commercial division of the PWMA.

These subsystems help stakeholders to:

•  identify their needs vis-a-vis environmental and tourism challenges;

•  identify possible opportunities and options to address their identified needs and challenges;

•  select the best options and

•  identify possible interior and external resources.

Further the Ministry's clients and stakeholders were assisted to identify potential programme / project interactions by holding focus group discussions in various parts of the country.

In addition, structured interviews were held with key informants in the communities.
